Have you ever seen highway signs that say, “Let ’em work, Let ’em live”? I thought it was a convict-to-construction worker program financed by the state. I just googled it and apparently it’s just a safety warning to drivers not run over any construction workers. I like my idea better.

Your idea is good but I think those signs would encourage people to run over the ex-convicts.
Have you ever seen a prison clean up crew in North Carolina? It is so different from New Jersey and PA, where the guys just roam around picking up trash. Down there, they stand in a line, with guards in the front and back with huge guns out and ready. This could have been because we were in a bear area but I think it was because the South is crazy!
